The Budget Impasse Is Over—Thank You for Carrying the Load 

After 135 days, Pennsylvania’s second-longest budget impasse is finally over — and so is the longest federal shutdown in U.S. history. These overlapping crises stretched health and human services providers to their limit, and we want to extend sincere gratitude to every organization that kept serving, kept adapting, and leaned into our collective advocacy. 

Your efforts helped keep nonprofit voices front and center in press coverage and legislative conversations throughout the fall.  

And in welcome news: the PA Treasurer announced that it will forgive all interest on short-term loans taken out by counties and nonprofits during the impasse—a welcome step as organizations begin rebuilding their reserves.

PA Budget Snapshot: Progress, But Big Gaps Remain 

The impasse may be over, but we are only beginning to understand the true toll of months without funding. As many of you have shared, this will not be a quick or easy return to normal. 

While this year’s state budget includes some bright spots – such as new funds for food security, workforce supports, and a Working Pennsylvanians Tax Credit – many core priorities raised by our sector throughout the year did not receive long-overdue increases despite record demand. There were no major investments in homelessness prevention, affordable housing production, eviction record reform, or the behavioral health funding that our counties and community providers urgently need.

As we move into 2026, CAN is already drawing from lessons learned to shape a stronger, more coordinated agenda around our shared housing and behavioral health priorities—and we’d love to have more Collaborative members involved in that work.

Eviction Experience Survey: Now Open Through December 10 

Thank you to everyone who has already helped shared our eviction experience survey—our partners at the Housing Alliance of Pennsylvania have seen a noticeable uptick in responses from Bucks and Montgomery Counties.

To keep that momentum going, the survey will remain open through December 10. If your organization works with people who have experienced eviction or housing instability, there is still time to share it. Every response strengthens our ability to advocate for meaningful eviction record reform and housing affordability in 2026.

Protect HUD Continuum of Care Funding 

With the federal shutdown now over, HUD has begun implementing significant changes to its Continuum of Care program — the main source of federal funding that helps people experiencing homelessness stay safely housed and connected to services. These new requirements are deeply concerning and could pull critical support away from permanent supportive housing and other proven models, creating real risks for both housing stability and behavioral health in our region.

Because this affects many people served by our members, we want to flag this issue and share an action alert from our friends at NAMI. With HUD’s next funding cycle coming in early 2026, this is an important moment to let federal legislators know how essential these programs are to your organization and the people you serve.

For those wanting deeper background, the National Alliance to End Homelessness has also issued helpful guidance and toolkits about this year’s HUD Notice of Funding Opportunity (NOFO).

Pennsylvania Department of Human Services | New Work Requirements Resource for SNAP Recipients & Applicants

Under new federal rules, to keep or become eligible for SNAP benefits, some recipients will have to meet work requirements that include working, volunteering, or participating in an education or training program for at least 20 hours a week (or 80 hours each month) AND report that they are meeting these work requirements.

To help SNAP recipients and applicants find out if they need to meet this requirement, the Pennsylvania Department of Human Services (PA DHS), has launched a new online screening tool. The screening tool is not a final determination of whether someone is meeting the work requirements or is eligible for an exemption, but it can help recipients and applicants have a more informed conversation with their caseworker.

In 2021, Congress made marketplace health insurance plans more affordable than ever through new tax credits. These tax credits allowed millions more Americans to afford health insurance and reduced costs for many millions more. However, they are set to expire at the end of this year.

If Congress doesn’t act, Pennsylvanians who purchase a health plan through Pennie will see their costs double, triple, or even quadruple starting in 2026, forcing many families to go uninsured.

Send a message to your Representatives in Congress asking them to take action to preserve access to affordable health insurance.

2026 Shifting Art Spaces

Laurel House and Victim Services Center of Montgomery County | 2026 Shifting Spaces Art Show

Do you know a student looking to help in the fight against domestic violence? Hosted by Laurel House and Victim Services Center of Montgomery County, the Shifting Spaces Art Show is an opportunity to spread positive messaging about healthy relationships and influence friends, family, and more to value respect, safety, and trust in relationships.

POWER Program: Open Applications!

The Partnership on Work Enrichment and Readiness (POWER) Program at Montgomery County Community College is recruiting for spring! Spring cohorts begin the second full week of January and last through April 30 at both the Blue Bell and Pottstown campuses.

POWER students are automatically registered for a free 3-credit college course entitled First Year Experience 101. This class was created to support student success in academics and life through exposure to college culture while learning to build life skills and the development job readiness. POWER offers students weekly enrichment activities, workshops and guest speakers focused on wellness and recovery, academic and employment readiness and various valuable topics to build clarity, confidence and the courage to excel in their academics or careers. This is a free program. Sign-up or share!

The recommended application deadline is December 22 to ensure the student has time to plan and consider their spring 2026 schedule. Applicants must first apply to the College before completing the POWER application.

Montgomery County Community Support Program (CSP) Assessment of Needs 2025 Survey

CSP is comprised of people who use mental health services, providers, family members, supporters and county staff, with a mission to improve mental health services in Montgomery County.

PA Navigate: Connect Benefit Recipients to Volunteer Opportunities!

Starting November 1, many Pennsylvanians receiving SNAP benefits must meet work, education, or volunteer requirements—20 hours per week (80 hours per month)—to stay eligible.

Beginning January 1, 2027, similar requirements will apply to certain adults (ages 19–64) receiving Medicaid through the ACA expansion. These individuals will need to engage in qualifying work or volunteer activities for at least 80 hours per month to maintain health coverage.

Major Changes to the Continuum of Care (CoC) Program

HUD has announced major changes to its Continuum of Care (CoC) program for 2025, which provides critical funding to help people experiencing homelessness in PA. These changes will significantly affect how local agencies apply for and use federal funds to end homelessness in Bucks and Montgomery Counties.

Key updates include:

  •  Reduced Guaranteed Funding: Only 30% of renewal funding is protected, down from 94% last year. This means 70% of funding will be fully competitive at the national level.
  • Shift in Federal Priorities: Permanent housing programs like Rapid Re-Housing and Permanent Supportive Housing will be capped at 30% of total funding. HUD is prioritizing transitional housing models with intensive services and treatment options, meaning local agencies will need to redesign programs to align with these new requirements.

AG Sunday Launches Elder Exploitation Section to Expand Protections for Older Pennsylvanians; Focus will be on Financial Theft and Fraud

“The (newly launched section), led by Chief Deputy Attorney General Elizabeth Schneider and Chief Agent Lucas Miller, was created by reassigning existing staff who have backgrounds and experience in the elder law space.

The section is already up and running with a caseload of about 30.

These are complex cases, involving meticulous review of financial records and other documents. Municipal police departments may not have the resources required to take on these investigations. The Elder Exploitation Section will have the resources, and expects referrals to come from police departments, county, state, and federal agencies — and other sources.”

VNA Foundation of Greater North Penn Announces $360,000 in Multi-Year Staff Capacity Grants!

Inspired by listening to their grantee partners during Reporting Conversations held in the Winter/Spring of 2025, the VNA Foundation of Greater North Penn is proud to announce 13 grants totaling almost $360,000 in multi-year Staff Capacity Grants specifically to address the issue of “understaffing” among direct service positions. 

“The VNA Foundation Board recognizes the difficulty of planning in this uncertain climate,” notes Diana Doherty, VNA Foundation’s Executive Director. “People are the most vital part of any nonprofit organization, and yet fundraising for personnel costs can be a real challenge. Our foundation wanted to make a very deliberate effort to support the staffing capacity of our partner organizations through these multi-year grants.”

Arcadia University Health Sciences Program: Student Placement Opportunity

Arcadia University’s Health Sciences Program invites community and healthcare organizations to collaborate with students for their Applied Experiences in Health Sciences course. This upper-level course provides students the opportunity to apply their academic learning to real-world health challenges through short, structured volunteer or observation experiences.

What They’re Looking For:
Partner sites that address health or wellness within a defined population. Experiences do not have to be direct patient-facing, but they should connect to health in a meaningful way, including social determinants of health. A minimum of 10 hours is required. This may be in-person, virtual, or hybrid – perfect for a quick but meaningful project!

What Your Organization Will Gain:

Bucks County Budget – Open for Comment!

On November 26, the County of Bucks released its preliminary 2026 operating budget, a $516 million proposal to fund the County government in the new year.

With provisions for all County departments, including row offices and the courts system, the budget as proposed represents a 3.2% increase in expenditures over the previous year. Learn more! Attend a public budget hearing to share your comments and feedback: Thursday, Dec. 4, 2:00pm

Laurel House is Moving… But Not Going Far!

Laurel House is relocating to a new building within their current plaza. This new space will allow Laurel House to provide a designated space for walk-in clients, a bigger pantry, and more.

They’re not going far! Their new address is 190 W. Germantown Pike, 2nd floor, in East Norriton. They expect to be fully moved in by the end of December. Donations will still be accepted at their current location at 180 W. Germantown Pike until the end of the year.

NAMI’s School Mental Health Education Map

The U.S. is going through a well-documented and ongoing youth mental health crisis, with high rates of suicidal ideation, hopelessness and depression. Mental health conditions typically start during childhood, adolescence or young adulthood. More than 1 in 7 U.S. youth ages 6-17 experience a mental health disorder each year. When mental health conditions are treated early, it can save lives and vastly improve outcomes for individuals. Mental health education in schools can be a proactive solution to this crisis.

Many students learn about general health issues in health education programs, but those curricula have not always traditionally included mental health. Bucks County Launches Blue Envelope Program

Bucks County District Attorney Jennifer Schorn, alongside a large contingent of Police Chiefs and law enforcement leadership representing municipal police departments across the county, recently announced the official launch of a county-wide initiative for the Blue Envelope Program. 

This collaborative effort standardizes communication protocols between law enforcement and drivers with communication challenges, ensuring safety and consistency across all Bucks County municipalities. Read more.

Farry’s Breast Cancer Imaging Bill Nears Enactment, Receives American Cancer Society Legislative Champion Award

Sen. Frank Farry announced on November 19 that his breast cancer imaging legislation had passed the House of Representatives and is almost law, marking a major advancement in cancer care and early detection efforts across Pennsylvania.

The legislation builds on the historic progress of Act 1 of 2023, which eliminated out-of-pocket costs for supplemental screening imaging, by now ensuring that follow-up diagnostic mammograms, breast MRIs, and ultrasounds are also covered without cost-sharing under state-regulated insurance plans.

Senate Bill 88 repeals outdated provisions that prevented many Pennsylvanians from receiving timely diagnostic imaging after abnormal screening, particularly affecting those who could not afford costly out-of-pocket testing. Read more.

New Policy Brief on Young Children Identified As Homeless in PA

This report is Part 1 in a series that seeks to inform state and local practitioners and policymakers about young children identified as experiencing homelessness in Pennsylvania.

Overall, PDE identified 10,601 children birth through kindergarten to be experiencing homelessness during the 2023-24 school year, representing a 4% increase over one year and a 13% increase over five years. Read more.

Rising Scholars is a college and career readiness program for formerly incarcerated individuals who are thinking about college or professional training. The program includes a three-day college preparation event at Penn State University Park in April 2025, where participants will:

  • Learn how to navigate financial aid and educational resources
